Did a warm, wet winter cause the high elevation variation? Lots of rain in Palmer (and flooding)

Correct. January precipitation was way above normal: in some places in Southcentral near record high amounts. At low elevations most of it fell as rain. Above about 2000 feet MSL most or all of it fell as snow.
